Android : applications with google maps are not loading the maps

I have a galaxy note 3 with android kitkat 3.4.0. Recently, I left my country to USA and for a some reason, applications that use google maps is not loading the maps (such as uber, yelp, parkme ... etc). It would only show a blank screen. However, google maps application itself is working perfectly.

I tried cleaning the cache, deleting the application's data, uninstalling google maps and the applications with no luck!

I would appreciate your help to resolve this without reseting my device to its factory settings.
