Android : Best patterns and technologies for mobile app and web service database

I am starting a new mobile application, and I want to setup webservices and a server database to use.

The server add data to database every 10 seconds and my mobile app must check db every 10 seconds, then users can show these datas. (datas can be video, text or img)

My question is, what kind of technology do i need?
