Android : google-play-service library project in phonegap

I want to add google-plays-service project in my phonegap project. I already add the google-play-service.jar but the logcat shows

E/GooglePlayServicesUtil( 2122): The Google Play services resources were not found. Check your project configuration to ensure that the resources are included.

I have found a similar problem Phonegap [cordova 3.2.0] The Google Play services resources were not found

I want to know how google-play-service library project can be added to phonegap project without Eclipse or other IDE. I have post multiple times but still did't get the perfect answer. Please help me to solve this problem. Thank you.
