Android : How to change android app theme color based on picture

I am trying to set app theme color based on the picture which is opened I want to change color of notification bar,action bar and other parts of the app based on the picture

For eg :- if i am viewing a picture with lots of blue app theme color changes to blue and if it has green it changes to green

Its the same effect Windows 8 uses where theme color changes on base of wallpaper

I have no idea how to get this working any help is appreciated

Ps:- i am using status bar tint for notification bar to change its color based on app now i need to change app color based on picture.
