Android : How to make a simple 2D app/game

I wanted to make a simple GUI app/game, probably start with android, but not a game in which someone is running or flying or anything (read: just a few buttons on a screen), the layout kinda like the quiz part of QuizUp. I don't want it to be connected to the internet or whatever. Basically, a box will come up of a random color and some text written out of pre-defined options, and the user/player has to select a option that correlates with the answer, out of four displayed below. So there's no physics or anything. I'm not expecting any code, I just wanted to know exactly how can I go about it. Is Just Eclipse or Android Dev Studio enough? Or is something like Unity required?
