Android : Will InetAddress.gethostaddress work in unrooted phones?

I have unrooted Samsung Galaxy S4 mini.

I am designing an android app which will collect Local IP addresses.The app works perfectly in rooted phones.

So how to achieve this in unrooted phones??

Is Rooting the phone the only option? Or there is any other way to do this?
