Android : Android - Book app UI design

I started with the development of android book app. Now I am working with UI, the challenge is that book contains pages where multiple photos are there in a specified format. The requirement is that need to present the page in same format as it is in PDF. The question is, Which is the right way that using webpage view or keep all page as a image? Your support is greatly appreciated.
