Android : android: why is it by default the clock of emulator two hour less?

why is it by default the clock of emulator two hour less?

When I start the emulator (VDM or GenyMotion) the clock is set two hours less of my laptop which is +1 of GMT.

Sometimes i change in configuration and when I restart the emulator no changes, always two hour less.

Is it possible to change?

Just for curiosity ...
