Android : Build project about Training log for an athlete in canoeing

I am student and i want to create training log for iOS and Android (phone and tablet),computer and website. It must be accessible easily and quickly by the athlete himself but also by the coach. On the part of the principle that the project could be developed easily later by other discipline if on organizes it a valid cross part for all sports a specific and unique to each discipline.

1) regular via SMS and mail using indicators:

number of sessions, session type, hourly volume, number of sideline, achieving the target...

2) By automatic alerts by SMS (simple to define content and link to website)...

How can i create notification for iOS and android (Using framework or Cloud...) and what the best solution to save data between iOS android and web. what language that i need to learn.
