Android : Upstream in GCM

I am programming about GCM to upstream data. I check my code and I think it is OK but there is nothing return when I send uptream althought it return regId when I register to Google server. I have not registered to this form yet https://services.google.com/fb/forms/gcm/

Is it necessary to complete the form to make apps work well? And when Google approve my project Id. If It takes a long time, I will be disavantage.
