Android : Sends TCP data from "android apps" to "arduino WIFI Shield"

I want to build an android apps by which an user can control the movement of Wheelchair. Now I want to send user command by pressing button (on apps) or tilting the phone. This command (e.g. left(l), right(r), front(f), back(b)) is received by . Now, How can I write my java code?
