Android : Google Dev account

Well a few days ago, my google dev acc got terminated, so I said screw it, I will just create another one.

But it wont let me. Every time I try, it says their is an error with Google wallet. So I called Google wallet support up and they told me it was suspicious activity on the card that was denying, and they said I should just create another Google account and try with a pre-paid credit card. I did. . . .and still wont work. Please if anyone knows how to fix this, please help me!
