Android : Receiving extra data from Base Station

Imagine that X Mobile Phone Operator Company, accepted my request about transmitting my data to the subscribers. They' ve changed their GSM packet bits adding my data to the packets. GSM packet bit count is increased.

How can I receive that data for my smart phone app?
