Android : How to add Google text to speech engine .apk file to my existing project?

I developed an android app using Text To Speech engine. For Hindi language, I installed Google text to speech engine .apk (com.google.android.tts-3.3.12.1616444.arm-210303120-minAPI15.apk) file to my android emulator using command prompt.

Here my question is, how to add this .apk file to my project? When I open another emulator its not working.
